In a recent column published by The Shepherdstown Chronicle, Mayor Peter Wilson wrote that
the corporation needs to hire a town manager who will provide him with "time to be mayor." Is it reasonable to conclude
that until that happens, the mayor is unable to do the job for which he was elected?
